FRRO expansion will extend services for foreign nationals across India, with offices planned in every state capital by 2027. The initiative is important for national governance and internal security.
Quick answer: FRRO expansion strengthens India’s framework for managing foreign nationals. Union Home Minister Amit Shah directed the establishment of an office in every state capital by 2027. Since 2025, five offices have been established and three more notified. The government states that the total has reached 20.
What is a Foreigners Regional Registration Office?
A Foreigners Regional Registration Office (FRRO) regulates and facilitates the lawful stay of foreign nationals in India. It registers eligible foreigners after arrival and issues a registration certificate or residential permit.
In addition, an FRRO records changes in residential address, passport details or travel within India. It handles visa extensions and conversions, monitors overstays and may issue exit permits where required.
Where are the new offices located?
Five offices were established in 2025–26, while three others were recently notified. The table distinguishes these stages and their earlier jurisdictions.
| Office and status | Earlier FRRO jurisdiction |
|---|---|
| Jaipur; established in 2025 | Delhi |
| Chandigarh; established in 2025 | Amritsar |
| Guwahati; established in 2025 | Kolkata |
| Aizawl; established in 2026 | Kolkata |
| Amaravati; established in 2026 | Hyderabad |
| Kohima and Agartala; recently notified | Kolkata |
| Bhubaneswar; recently notified | Hyderabad |
The government is also working on offices in nine remaining states, including Bihar, Goa, Himachal Pradesh and Meghalaya. However, the official list accompanying its total of 20 names both Calicut and Kozhikode and omits Jaipur, although it separately identifies Jaipur as established.
What law supports FRRO functions?
The Immigration and Foreigners Act, 2025 provides the statutory framework for entry, stay, movement and departure of foreigners. It consolidates four earlier immigration and foreigners-related laws.
Under the Act, government-authorised FRROs assist the Bureau of Immigration in carrying out its duties. FRROs also grant permissions for travel to protected and restricted areas; read more about tourist permit rules in the Northeast.
Why does FRRO expansion matter?
The expansion aims to improve access to services while enforcing immigration law and security requirements. Moreover, local offices can coordinate more closely with state authorities as visitors arrive for tourism, medical treatment and education.
