Rajya Sabha bypoll 2026 nominations in Madhya Pradesh include Union minister Hardeep Singh Puri. The contest offers an opportunity to revise Parliament and election provisions for UPSC.
Quick answer: Hardeep Singh Puri filed his nomination in Bhopal for the Rajya Sabha bypoll 2026 from Madhya Pradesh. The 12 November poll fills the vacancy created by L Murugan’s resignation. The Bharatiya Janata Party has 164 members in the 230-member Assembly; counting is scheduled on polling day.
Why is the Rajya Sabha bypoll 2026 being held?
The bypoll follows the resignation of L Murugan, whose term was due to run until April 2030. Puri filed his papers at the Madhya Pradesh Assembly in Bhopal, accompanied by Chief Minister Mohan Yadav and state Bharatiya Janata Party (BJP) president Hemant Khandelwal.
The BJP’s central election committee approved Puri’s candidature on 28 October. Meanwhile, his current Rajya Sabha term from Uttar Pradesh is due to end on 25 November. A nomination, however, does not itself mean election.
Key facts about the by-election
The poll fills a single vacancy, and counting is scheduled for the same day as voting.

How are Rajya Sabha members elected?
Elected members of a state’s Legislative Assembly elect its Rajya Sabha representatives under Article 80. They use proportional representation by the single transferable vote; nominated Assembly members do not vote.
For one vacancy, 116 valid first-preference votes would reach the quota if all 230 electors cast valid votes. However, the actual quota depends on valid votes cast. For a related legislative election, see the explainer on paper ballots in Legislative Council polls.
What happens to the term after a vacancy?
A member elected to a casual vacancy serves only the remainder of the predecessor’s term. Therefore, the winner of this bypoll would serve the unexpired term ending in April 2030, rather than a fresh six-year term.
Under Article 83, the Rajya Sabha is not dissolved. Instead, approximately one-third of its members retire every second year. Article 84 sets the minimum age for Rajya Sabha membership at 30 years.
Why does this bypoll matter for UPSC?
The contest links a current vacancy with indirect election, preferential voting and the continuity of the Upper House. In particular, aspirants should distinguish an unexpired bypoll term from an ordinary six-year term.
