What is PM VBRY?
PM VBRY (Pradhan Mantri Viksit Bharat Rojgar Yojana) is an employment-linked incentive scheme announced in August 2025 to promote formal employment and expand social security coverage through the Employees’ Provident Fund Organisation (EPFO). The scheme is being implemented from 1 August 2025 to 31 July 2027 with an outlay of ₹99,446 crore.
The scheme aims to generate employment for over 3.5 crore people, including 1.92 crore first-time employees, while encouraging young workers to enter the organised sector through EPFO registration. It also complements the National Manufacturing Mission by supporting employment generation in new and expanding industries.
Why is PM VBRY in News?
PM VBRY has completed one year of implementation with notable progress in expanding formal employment. More than 72 lakh first-time employees have joined the formal workforce since August 2025, while nearly 30% of beneficiaries are women, reflecting greater female participation in organised employment.
Over 15 lakh beneficiaries have already received employment-linked incentives under the scheme. Official details are available through the Ministry of Labour and Employment.
Key Features
The scheme combines digital implementation with employment-linked financial incentives.
- Digital implementation: Operates through an EPFO-linked digital platform using Aadhaar authentication, Universal Account Numbers (UANs) and Electronic Challan-cum-Return (ECR) filings. Incentives are released only after UAN authentication through Face Authentication Technology on the UMANG App.
- Support for first-time employees: Employees earning up to ₹1,00,000 per month receive a one-time incentive equal to one month’s EPF wage, subject to a maximum of ₹15,000. The amount is paid in two instalments after six and twelve months of continuous service.
- Employer incentives: Employers receive up to ₹3,000 per month for two years for every eligible additional employee retained for at least six months. For the manufacturing sector, this support extends to the third and fourth years.
- Portable social security: The Universal Account Number (UAN) is a 12-digit EPFO number that links multiple Member IDs across employers, ensuring portability of provident fund accounts.
- Awareness and outreach: Cross-Functional Teams comprising officials from EPFO, Employees’ State Insurance Corporation (ESIC) and the Chief Labour Commissioner (CLC) conduct awareness campaigns to improve enrolment.

Effective implementation requires sustained attention on several fronts:
- Digital inclusion: Requires Aadhaar authentication, UAN activation and digital verification, necessitating greater digital awareness among workers.
- Formal sector absorption: Depends on continued expansion of organised sector jobs to meet employment targets.
- Employer participation: Requires active involvement from industries, particularly small and medium enterprises.
- Female workforce participation: Sustaining and improving women’s participation requires supportive workplace policies and skill development.
- Implementation efficiency: Timely verification, incentive disbursement and coordination among EPFO, ESIC and labour authorities remain important.
Way Forward
PM VBRY strengthens formal employment through digital governance, employment-linked incentives and social security expansion. Continued collaboration between government agencies, employers and workers can improve enrolment and retention in the organised workforce.
Expanding digital literacy, simplifying compliance and encouraging employment-intensive industries will further strengthen the scheme’s contribution to inclusive growth and labour market formalisation.
