What is Environmental Performance Index?

Environmental Performance Index (EPI) is a global assessment that measures how effectively countries protect ecosystems, improve environmental health and mitigate climate change. The 2026 edition evaluates 177 countries using 47 indicators.

The indicators are grouped into three policy objectives: Ecosystem Vitality (45%), Climate Change Mitigation (30%) and Environmental Health (25%). The index aims to compare national environmental performance using a common framework.

India’s Concerns with the EPI Methodology

The Ministry of Environment, Forest and Climate Change (MoEFCC) rejected the EPI methodology in 2022 and continues to question several aspects of the assessment framework.

  • Performance contradiction: India ranked 23rd in the Climate Change Performance Index (CCPI) 2026 and achieved 50% non-fossil installed electricity capacity in 2025, despite its near-bottom EPI position.
  • Per-capita emissions: India argues that the index gives greater weight to absolute emissions while insufficiently recognising comparatively low per-capita emissions.
  • Historical equity: The methodology does not adequately reflect the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC) or historical emissions of developed countries.
  • Indicator validity: India has questioned the scientific validity and weighting of indicators relating to carbon sinks, forest quality and proxy-based environmental estimates.
  • Developmental equity: Uniform global benchmarks may not sufficiently account for developing countries’ need to expand electricity access, sanitation and infrastructure for large populations.
