Being bound over refers to a preventive bond to maintain peace or good behaviour; it is not itself a criminal conviction. For related legal context, see CBL’s guide to security bonds and safeguards.

Which authority conducts local body elections?
The State Election Commission supervises elections to panchayats and municipalities under the Constitution. Article 243K covers panchayats; Article 243ZA applies the corresponding framework to municipalities.
The Governor appoints the State Election Commissioner. In contrast, the Election Commission of India conducts elections to Parliament and state legislatures, among other constitutional offices.
Municipalities fall under Part IXA of the Constitution, while panchayats fall under Part IX. For wider electoral context, see the simultaneous elections debate.
Why does poll security matter?
Andhra local poll security aims to protect peaceful polling and voters from intimidation. However, preventive measures must operate within legal safeguards; a preventive bond must not be confused with a finding of guilt.
