What is NCDC?

NCDC is a statutory corporation established under the National Cooperative Development Corporation Act, 1962. It finances and promotes cooperative activities, including production, processing and marketing. Its work also extends to fisheries, cooperative banking and rural industries.

In addition, the National Cooperative Development Corporation (Amendment) Act, 2026 expanded opportunities for institutional participation and investment through equity and share capital. The Act appeared in the Gazette of India on 14 August 2026. Read CBL’s earlier explanation of the NCDC amendment bill.

What did the NCDC general council meeting review?

The council reviewed the corporation’s financing, institutional expansion and plans for cooperatives. Shah also called for a 25-year roadmap covering capital mobilisation, financial autonomy and organisational reform.

According to the meeting, NCDC has a presence in every state and Union Territory. Moreover, it has expanded offices to remote areas, including Ladakh and smaller northeastern states.

What is Sahakar Navachar Yojana?

Sahakar Navachar Yojana supports innovation and entrepreneurship among eligible cooperative institutions. It provides for 100% grant assistance up to ₹25 lakh per eligible institution.

The scheme has an initial corpus of ₹10 crore. Of this, 20% is reserved for cooperatives in the Northeast and hilly areas, and those serving weaker sections. So far, five cooperatives have received approval for grants totalling ₹85 lakh.

Why does cooperative financing matter?

Cooperative financing can help members pool resources for production, processing and marketing. For example, the meeting noted financing approvals for approximately 100 deep-sea fishing trawlers.

Shah also discussed shared processing facilities for cooperative sugar mills in Maharashtra’s Kolhapur and Pune. Similarly, cooperative infrastructure can support agricultural storage; see CBL’s coverage of the cooperative grain storage plan.
