Quick Facts

Contract Value Lease Period Total MQ-9B Deal
₹1,943 crore 30 months 31 drones (≈$3.5 billion)

What is MQ-9B Sea Guardian?

The MQ-9B Sea Guardian is a High-Altitude Long-Endurance (HALE) Remotely Piloted Aircraft System (RPAS) manufactured by General Atomics Aeronautical Systems, USA. It is the maritime-oriented variant of the MQ-9 Reaper, designed for persistent surveillance, reconnaissance, and intelligence gathering over vast ocean areas.

It can remain airborne for long periods, monitor huge maritime regions, and carry advanced sensors and payloads. The Indian Navy currently operates two MQ-9As on lease (procured in 2020), and with the addition of two new units, the inventory will increase to four, enabling simultaneous coverage of both the eastern and western fronts.

Why is MQ-9B Sea Guardian in News?

The MQ-9B Sea Guardian is in the news because the Ministry of Defence signed a Rs 1,943 crore contract for leasing two additional units for 30 months. This comes ahead of the larger procurement of 31 MQ-9B HALE RPAS for the Indian armed forces, valued at around $3.5 billion.

A global MRO facility will be set up in India under the contract, with some components sourced indigenously. The leases will continue until deliveries of the 31 MQ-9Bs begin. For more details, refer to the PIB release.

Key Features of MQ-9B Sea Guardian

  • High-Altitude Long-Endurance: Capable of persistent surveillance over vast areas.
  • Maritime Orientation: Designed for maritime domain awareness, anti-piracy, and search-and-rescue.
  • Advanced Sensors: Equipped with state-of-the-art sensors for intelligence, surveillance, and reconnaissance.
  • Precision Strike: Can carry out precision strikes on strategic targets during long-endurance missions.
  • Indigenous Component: A global MRO facility will be set up in India with indigenous sourcing of components.

Challenges in MQ-9B Sea Guardian

  • Lease Dependence: Leasing creates dependence on foreign suppliers and recurring expenditure.
  • Technology Transfer: Full indigenisation and technology transfer remain challenging.
  • Operational Integration: Integrating the MQ-9B with India’s existing surveillance infrastructure (satellites, P-8I) requires coordination.
  • Cost: The lease and procurement costs are significant, and long-term maintenance adds to the burden.
  • Strategic Autonomy: Over-reliance on foreign systems may limit India’s strategic autonomy. For more on defence modernisation, visit the defence section.

Way Forward for MQ-9B Sea Guardian

To maximise the benefits of the MQ-9B Sea Guardian, India should use the lease period to gain operational experience and build indigenous capabilities. The knowledge gained can inform the development of India’s own unmanned systems ecosystem—a key element of ‘Aatmanirbhar Bharat’.

Investing in domestic R&D for HALE RPAS and associated technologies (sensors, communications, data analytics) can reduce dependence. Strengthening the MRO facility and expanding indigenous component sourcing will enhance self-reliance. For international best practices, refer to the General Atomics.
