What is e-Zero FIR System?

e-Zero FIR System is a technology-based platform that enables the automatic registration of Zero FIRs in high-value cyber financial crime cases. The system converts eligible complaints into FIRs when victims report financial frauds exceeding ₹10 lakh through the 1930 Cyber Helpline or the National Cybercrime Reporting Portal (NCRP).

The initiative has been introduced under the leadership of the Indian Cybercrime Coordination Centre (I4C), functioning under the Ministry of Home Affairs (MHA). It is backed by Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which provides the legal basis for registering Zero FIRs.

Why is e-Zero FIR System in News?

The Ministry of Home Affairs recently informed that the e-Zero FIR System has been introduced across eighteen States and Union Territories to strengthen the response to cyber financial frauds. The initiative aims to reduce delays in FIR registration and improve coordination among police agencies.

Key Features of e-Zero FIR System

• Multiple reporting channels: Complaints can be lodged through the 1930 Helpline or the National Cybercrime Reporting Portal (NCRP).
• Legal backing: The system operates under Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
• Territorial transfer: The e-Crime Police Station immediately routes the Zero FIR to the appropriate territorial cybercrime police station based on the complainant’s location.
• Victim verification: The complainant must visit the concerned cybercrime police station within three days to convert the Zero FIR into a regular FIR.

How Does the e-Zero FIR System Work?

• Complaint registration: Victims report eligible cyber financial frauds through the 1930 Helpline or NCRP.
• Automatic FIR generation: The complaint automatically triggers a Zero FIR at the designated e-Crime Police Station.
• Auto-routing: The FIR is electronically transferred to the appropriate territorial cybercrime police station.
• Database integration: The system integrates the NCRP with the Crime and Criminal Tracking Network & Systems (CCTNS) managed by the National Crime Records Bureau (NCRB).
• Nationwide interoperability: Integration facilitates real-time processing, data sharing and seamless coordination across police jurisdictions.
